Cecilia Kashakhi

Founder and CEO
 

Cecilia G. Kashakhi is the founder and President of CLVG Consulting, Inc. established in 2010. Mrs. Kashakhi manages and oversees all operations regarding government and commercial clients across several different fields. Prior to forming CLVG Consulting, Mrs. Kashakhi worked at IBM Public Sector from 2006 – 2009 supporting various Federal project implementations at the Department of Defense (US Air Force), the Customs and Border Protection (CBP), the Department of Interior (DOI) and the Department of Agriculture (USDA). She continues this same dedication and professionalism in growing CLVG Consulting. Mrs. Kashakhi earned her undergraduate Degree in Management Information Systems from Penn State University.

 

Saman Kashakhi

VP – Chief Operation Officer

 
Saman Kashakhi is the Vice President and Chief Operating Officer of CLVG Consulting. He manages the firm’s programs overseeing clients relations, business development, operations, strategy development and implementation in the Federal and Local governments and commercial sectors. Prior to joining CLVG Consulting, Mr. Kashakhi worked at Accenture Federal Services from 2006 – 2017. He is an experienced functional and technical implementer of large ERP and custom build software, project management, software implementation and deployment. His stealer experience include supporting and leading various aspects of large ERP-SAP implementation for at the Defense Department of Army and Navy, Defense Health Agency, Uniformed Services University Health Science, US Department of Agriculture and the state of Texas. Mr. Kashakhi earned his ungraduated degree in Computer Information System from Texas State University.

Andy Manriquez

Business Development Director

 
Andy Manriquez is the Executive Program Manager (PM) leading the business development and proposal teams. He has over 40 years of technical and management experiences as a Practice Director, Program Manager, Project Manager, Environmental Manager, Facilities Manager, Test Evaluator, Cyber Security PM, Systems Engineer, and Systems Architect. He has conducted CMMI Level 3 certification. He has extensive domain knowledge of the DoD 5000 series defense acquisition policy documents. His technical experience included research, development, test, and evaluation of military systems and family/systems-of-systems in the areas of facilities management, environmental remediation, electromagnetic survivability effects, electronic warfare, radar, EO/IR, and combating weapons of mass destruction. As a senior PM in the DoD, he managed multi-million dollar contracts sponsored by the Office of the Director of Operational Test and Evaluation (DOT&E), Defense Threat Reduction Agency, Strategic Defense Initiative Organization, Defense Nuclear Agency, U.S. Naval Sea Systems Command, U.S. Army Laboratory Command, and Harry Diamond Laboratories. He managed over 21 DoD Major Range Test and Facility Base. Andy served in the 1st Special Forces for 3 years with a Top Secret clearance. He has advanced degree in engineering and physics with considerable relevant experience in consulting or program management related to oversight, planning, administration, research, acquisition, and technology implementation.
